Are landlords required to keep a rental free of pests in California?

Yes. California landlords must keep rentals reasonably free of rodents, insects, and other vermin, and must address serious infestations they are responsible for. State law lists a building that is "free from... rodents, and vermin" as part of what makes a home livable.
