Bed bug treatment often requires significant prep: washing and drying bedding and clothes on high heat, sealing items in bags, reducing clutter, and moving furniture so treatment can reach hiding spots. Doing this reasonable prep is part of a tenant's duty to cooperate so the treatment can actually work.
What a tenant should not have to shoulder is the cost of treating a building infestation. There is also a limit to prep as an excuse: if a landlord keeps blaming incomplete prep to avoid effective, professional treatment, that can be a sign the problem is not truly being handled.
